1          The Company

The name of the Company is CSE: Consulting Surveyors & Engineers Ltd. CSE is incorporated in Uganda (No. 52115 under section 16 (1) of the Companies Act. CSE provides consultancy services in Surveying, Civil Engineering, Physical Planning, Architectural works, Geographical Information Systems (GIS) and Information Technology (IT). CSE is allowed to operate with VAT no. 29054-D, TIN B02-1007-9238-L and ITFN 84298.

2          Objectives of CSE

·          To provide Consultancy services in Surveying, Engineering Designs, Physical Planning, Architectural Works, GIS and IT to clients (Individuals, Government, Organizations and Companies) at all levels.

·          To carry out Cadastral and Engineering Surveying, Civil Engineering works, Quantity Surveying, Physical Planning, Landscape Designing and Architectural work.

·          To offer Computing services in Database Design and Management, Web Design & Development, Software Development and Customization.

·          To help the government and other authorities in ensuring planned and guided development all over the country.

·          To organize professionals i.e. Surveyors, Engineers, Architects, Physical Planners, IS and IT Specialists into a single work force to perform coordinated activities and avoid duplication of efforts.

CSE is in position to offer Project Management Services, Feasibility Studies, Preliminary and final Designs, Working Drawings, Environmental Impact Assessment, Preparation of Contract Documents, Bills of Quantities, Engineers Cost Estimates, Progress Reports and Minutes of Site Meetings, Quality Control and Assurance, Operation and Maintenance Manuals and Buildings, Geo-technical Site investigations, Material Testing, Hydrological Surveys and Topographical Surveys among others.

 

3          Surveying Works

Surveying is the first requirement for any development to take place on land. The need ranges from small-scale plots, to big projects like highways, railways, airports, dams etc. There is always need to establish the location and limits or boundaries of land so as to avoid boundary disputes and conflicts. It also provides a sense of security (ownership) through acquiring certificates of title, which is a vital factor in development.

Engineering works go hand in hand with surveying. Behind every successful engineering project there is quality surveying i.e. (establishing location, limits and ownership, setting out structures, setting levels). At every stage in construction verticality and alignment are checked. For heavy structures and dams, monitoring deformation may be necessary after a given period of time. This is achieved through surveying.

Under surveying we cover:

·        Cadastral surveying (plot surveying, processing titles, opening boundaries and land subdivision)

·        Engineering surveying (road and drainage surveying, water dams, wells surveying, Electricity, Telephone and Pipe line surveying)

·        Topographical surveying for physical planning for both big and small towns.

 

3.1     Range of Surveying Services provided by CSE

Through our highly qualified and dedicated staff, we offer the following surveying services.

·        Location surveys of plots of land on both mailo and leasehold land for determination of area and for planning purposes.

·        Opening boundaries of already Surveyed plots and reporting to our clients as may be necessary.

·        Cadastral surveys for preparation of deed plans and Land Titles.

·        Engineering Surveying for Construction Works, Highways, Airports, Dams, and Roads etc

·        Estimation of volumes of earthworks for excavation on construction sites.

·        Building and Construction Surveying

·        Estimation of Bills of Quantities for Construction Works.

4          Architectural Design and the Built Environment

Architecture refers to the built environment. It is all those standing built features in the surroundings. They range from walls, planters, and bungalows to multistoried buildings and bridges.

Architectural design ensures that the addition of structures into the environment does not mess it up but enhances it.

In this line CSE provides Architectural design services, which include the following.

·        Design of all kinds of individual residential, institutional offices, commercial structures, recreational facilities and factory buildings. The function and beauty of the building is taken into consideration.

·        Design of a group of buildings. These can be in urban or rural settings.

·        Provision of feasibility studies. This involves cost and benefit analysis of any given investment, provision of preliminary cost estimates of such investment.

·        Supervision, inspection and management of construction work to ensure appropriate work execution.

 

5          Physical, Urban and Regional Planning

Planning is the profession that is dedicated to helping society manage change. Urban and regional planners assist in understanding and solving problems. Planners are concerned with issues that affect the world - the preservation and enhancement of the quality of life in a community, the protection of the environment, the promotion of equitable economic opportunity, and the management of growth and change of all kinds. Planners address diverse public issues affecting where people live, work, and play; where they shop and receive health care; how they get from place to place; what our communities look like; and how we use our resources.

9          Water and Underground Surveys/Exploration

If you don’t know the exact path of your exploration or production drill hole, then you could be exposing your organization to unnecessary financial and environmental costs. This is particularly so when you drill long or deep holes. When quarrying, when grouting or freezing, or when blasting, you need to know the exact spatial relationship of all holes. You want this information quickly and which is accurate. You want a reliable, state-of-the art, simple-to-use, easy-to-maintain, in-hole Survey Information that can be provided by CSE.

11     CSE Methodology of work

High quality and personalized services is part of our culture, which comes through the highly dedicated staff of CSE. Our commitment to render superior services is emphasized by the composition of our crew, which comprises of Surveyors, Engineers, Planners, Architects and Technicians and supporting staff who have experience in handling various project. This is directly reflected from the above diagram (Figure 1), which shows whom handles, which task and the results expected at each stage up to the work, handled over to the client.

12     Instrumentation, Office and Other Properties

In executing our clients’ assignments, in addition to using highly experienced personnel, we use a range of modern Surveying and Engineering equipment to achieve high quality work.

·        1 Total Station – Leica make (Theodolite, Distomat with registration unit) for data collection

·        1 Note book with software for data transfer and geodetic computation

·        Sokkia 20th Optical Theodolite

·        Wild T2 Optical Theodolite 

·        A set of leveling instruments

·        2 Work Stations (Computer with a Pentium Processor, Scanner & Printer) having Windows 2000 Platform with ArcView GIS, Arc/Info, MapInfo, AutoCAD Map R14 and 2001, Office 2002, ArcCad, FormZ, MiniCad, etc for producing data files.

·        CSE has many other properties and facilities including two cars for office and field work

 

 

13     CSE Operation

CSE is run by a Managing Director and two Directors i.e. one director is in charge of field operations and the other in charge of Office operations. All of them are responsible for the company’s promotion and making the public aware of the services available. They are in constant consultation with each other and with both CSE staff and the many professionals associated with the company (see Figure 1). There is a monthly meeting of all the members of CSE to decide about the company’s future, past operations and progress and other issues as they arise from the members.
